Why our country so many underpaid or are most of the people here unqualified? How can everyone move up in the corporate ladder?

I believe I am underpaid but I don't really mind working with current company. It's Singapore based company with small branch in KL. Only 2 person in charge in KL office including me. Very flexible and so relaxing. I even have time to do side business that earn me triple of my salary. So no complaint

Most of the fresh grad. (degree) in engineering line have the start/basic salary @RM2800 at least. 6 years back, Most of my friends got rm2.5k working as a mechanical engineer too in WD.
