Doesn't work that way... you need to unlock stage by stage. Normal->Nightmare-> Hell-> Inferno.
Meaning you are stuck with normal for your 1st play through then nightmare then hell then inferno when you reach 60.

the affected installer are those EU/Germany one, US/SG no problem...and yes, no need to download all as it just need to update the fix for the installer
