Yes, it's graphite powder as shauno said.
However, be very careful not to be confused about the mirror reflect glossiness. The glossiness comes from the fine finishing of the black paint done by Shauno, NOT the powder. Even without the powder, i bet his spoon already mirror finish. Wiping with the chrome just add a touch of metallic onto the surface. Many people thinks this powder do magic, but the truth is: it doesn't. Still need the skill to create the mirror reflective glossiness first, before adding the powder n make it looks like real chrome.
