I think it's Magic Powder that he is using

Step 1:
Sand the parts till smooth. Paint the parts glosy black. Wait to Dry.
Step 2:
Take some magic powder, and use some fabric to polish it on the parts.
Am I right?

yup! steps for it was this
black > wet coat gloss > magic powder

when u rub it on black gloss paint, it'll create a shiny surface that mimics chrome surface

yes! technically, you can do it on other colors as well, but black turns out nicest. i tried with silver as well, but somehow or another some yellow spots appear.

most likely, with added chemical to make it super reflective i guess?
omg my group build kits are coming very slowly, only snap fitted the feet of my RG Freedom, today jz finished painting the arms of my MG Zeta Plus

as far as i know, magic powder is graphite powder. after buffing, you cannot touch it otherwise it will lose its shine. in fact, just leaving it out makes it lose its shine.. but a quick buff and it goes back to becoming nice and shiny
