No longer applicable. Up until Dec last year you can get an EPEC (Employment Pass Eligibility Cert) from MOM (Ministry of Manpower), and using that Cert you can apply 1-year LTVP (Long Term Visit Pass) to stay in SG for a year. But unfortunately the scheme discontinued since last year Dec liao.

5 days out of 7, long term works out to about 60 days out of 84, so he is sort of within the limit of 60 days out of every 90 days mah assuming he every other week come in 4 days instead of 5.

This is real experience of someone i know.
No such thing for my fiancee before she got her LTVP. After 30 days, every time she comes into Singapore the ICA ppl calculate exactly how many days she has left (out of the 60 days allowance) and mark it on her entry chop in the passport.
