That whistle, have u tried to release the bonnet while its happen? Yes i know its a bit dangerous especially at higher speed >100km/h, but should be ok since there's another latch and the bonnet still angled downward. If the whistle gone, should be the same case and my suggestion might solve your problem. And/or u should log a complaint to Honda if the my suggestion didnt address the issue since its still under warranty.
I was this ' ' close to make noise to my dealer before i confirm solved it myself. Just cant live with any single weird sound on any of my car, unless its that natural wind/tyre/engine sound (at acceptable level).
Driving style normal, not slowest and not fastest. Kajang, Balakong, Besraya, smart tunnel, raja chulan and back 37km each way. To office 23km/l ++. Back home, 17-19km/l To office, 20% jam, to home 30++% jam. Average per fill up 32l, 550-570 with 50km left. So 600km plus or take. Got passed 600 a few times with 40 to 50 km to go but wife complains drive like turtlelah, plus very sleepy for such a quiet and sporty car
A few weeks ago, drive like mad also can get 490 with 30 left at 16km/l
I learn to let go of fuel pedal since driving with this car, letting it cruise as much as possible especially downhill. tekan gently gently to maintain at 50km/l. Now habit already
Not the faster nor the slowest but definitely one of the wisest.
One bro here drives to Cyberjaya gets really high km/l. He posted last time. If the road is smooth, Prius and Insight no different. Jam, then different

I ever recorded 34km/l on a single, ideal journey. We need to understand the concept. The energy which enable longer distance was the energy recovered during braking. That same energy will be reused to assists internal combustion engine to propel the car later. U can accelerate slowly and maintain slow phase but if u practice abrupt braking/ braking with blue meter, u can't get outstanding mileage. Always maintain green on the display while braking. U will find yourself clocking better mileage.
Prius or Prius C useful in traffic jam (using 100% electric) for few hundred meters to low 1-2 km only (depend on charge level). As the battery level dropped, the engine will start to charge the battery. For normal traffic light queue they were excellent and really saves fuel. But for continuous traffic congestion (i.e Federal highway; KL all the way to Shah Alam) mileage also dropped to 16-18km/l.

Yah, but Prius is so smooth during all the transition between ICE and electric and Air-Con always cold when stopped.
