Btw guys there are alot more of "things" around this area simply because this is a Inner City of KL and near to BB.

RM10B GROSS VALUE: UDA Holdings ropes in Eco World and EPF to kick-start redevelopment


WORK to redevelop the former Pudu jail site here into a mega development worth up to RM10 billion will be started early next year by a consortium comprising Eco World Development Holdings Bhd.

Eco World and landowner UDA Holdings Bhd will have a 40 per cent stake each in a special purpose vehicle (SPV) to be set up soon, while the Employees Provident Fund (EPF) will own 20 per cent.


The equity structure is similar to the Battersea Power Station redevelopment in London undertaken by a Malaysian consortium of SP Setia Bhd, Sime Darby Bhd and the EPF, said UDA Holdings chairman Datuk Johari Abdul Ghani.

He said Eco World was chosen as the preferred partner for the project, known as the Bukit Bintang City Centre (BBCC), because of the people behind it led by Tan Sri Liew Kee Sin.

“We invited Eco World to participate in the project. We want BBCC to be a world-class tourist destination. With the experience and connection of Liew, we are quite confident of the project’s success.

“We are targeting local and foreign investors and property buyers. With Liew behind it, we are sure it will be a success.

“This is the last piece of prime land in Kuala Lumpur that we have and we don’t want it to turn into another abandoned project like Plaza Rakyat,” Johari said at a media briefing, here, yesterday.

BBCC will be developed on a 7.85ha site that once housed the 101-year-old Pudu Jail, which was closed in 1996.

He said three developers, including Naza Group and Malaysian Resources Corp Bhd, were shortlisted for the project last year after a request for proposal, but their proposals were found unsuitable for the development.

“Their proposals were to take the land outright and give us royalty. Through this consortium, UDA Holdings will execute the development rights to the SPV, which will be the master developer.

“The SPV will procure project funding, while UDA Holdings will grant it the development rights with the land valued at RM1,200 per square feet, slightly over RM1 billion. UDA will ensure that the SPV will not sell nor charge the land to a third party,” Johari said.

BBCC, to be developed in seven years, will have three residential towers consisting 2,000 units, a 40-storey block, a one million square feet retail mall, an entertainment hub, a transit hub and a mosque.

The jewel in the crown will be an 88-storey signature tower, a close comparison to Burj Khalifa in Dubai, Johari said.

He said one third of the tower will comprise strata title office, and the rest will feature up to 400 hotel rooms and exclusive condominiums.

Business Times reported yesterday that the BBCC project will cost more than RM5.5 billion.

According to Johari, more than RM1 billion will be invested in infrastructure, including the transit hub and traffic dispersion system, to ensure smooth traffic flow.

“We even plan to have high ceiling for underground parking so that buses will have ample parking space.


“BBCC will offer another iconic tower for Kuala Lumpur, and I am sure every developer in the Pudu area will want to have our 88-storey tower as a backdrop for their project, just like the Petronas Twin Towers,” he added.

What do you want to know about The Robertson?

They still have minimal leftover units. The other tower looking at before year end. Shopping mall is as per mentioned earlier - named GM Robertson. Tenants not signed so early lah.

Btw industry rumours is that UK's Westfield may manage the Warisan Merdeka Mall which is modelled like one of their malls in the UK with central park and luxury boutiques. Quite a big mall.

Here in KL, you'll have heritage structures, i.e. Stadium Negara to be converted into an open piazza for performances.

Warisan Merdeka Hotel Component is rumoured to be courting Park Hyatt as the hotel operator. Park Hyatt is not a brand that will go to any city, global traveller will know better.

Cannot compare. TRX land is capped from a minimum of RM3,000psf**. Hence, authorities have also given a plot ratio in one of the parcel here as high as 18, the highest in Malaysian history.

Warisan will contain 3-4 more towers besides it. Mostly residential. Refer to Warisan thread created by me.

Profit Consortium Sdn Bhd offered the best deal, especially in relation to a guaranteed portion of the sales of the future revived project, the accrued payments and return back to DBKL that the former developer did not pay.

Profit Consortium is owned by Maxcorp Development Sdn Bhd, SW Land Sdn Bhd and Tan Sri Abdul Samad Alias. Maxcorp is the private vehicle of Major (Rtd) Anuar Adam while SW Land is the developer of Sungai Wang Plaza.

After 15 years, Plaza Rakyat revival plans in final stages

Kuala Lumpur City Hall (DBKL) is in the final stage of discussing the plans to revive the Plaza Rakyat project in Jalan Pudu with Profit Consortium Sdn Bhd, the developer appointed to take over the long-abandoned building and give it a new lease of life.

Mayor Datuk Seri Ahmad Phesal Talib said both the Federal Territories and Urban Wellbeing Ministry and DBKL were happy with the appointment of Profit Consortium and all the parties involved were now looking at how to solve the pressing problems first.

Phesal said initially, DBKL was supposed to go into a joint venture with Profit Consortium Sdn Bhd, but it had agreed to have the developer to buy over the project.

"We are looking at all the possibilities to make sure both the developer and City Hall would benefit from the project," he said.

Phesal said both parties were also in the midst of discussing the technical elements of the existing building, including its structural and engineering aspects.

He also assured the buyers that they would be receiving the due compensation once all the details had been ironed out.

"We are very serious about salvaging Plaza Rakyat. We hope to start the revival project as soon as possible," he said.

The Plaza Rakyat project, a mixed use skyscraper complex, was stalled about 15 years ago when the then developer, Plaza Rakyat Sdn Bhd (PRSB), ran into financial difficulties during the 1997/1998 Asian financial crisis.

It was originally supposed to comprise a 79-storey office tower, a 46-storey condominium, a 24-storey hotel and a 7-storey shopping centre. The original Puduraya bus depot was also intended to be replaced under the project.

After 12 years, the government decided to terminate PRSB's contract and subsequently, the developer went into receivership and came under the administration of a consortium of lender banks.

Last year, the arbitrators who were involved in negotiations with PRSB and City Hall agreed that the local authority was lawfully entitled to terminate the agreement because of PRSB's non-performance and breach.

However, City Hall had to settle the RM200 million outstanding loans taken by PRSB and reimburse the company and the banks. There were several negotiations to reduce the amount, and in November, City Hall took over the vacant site.

Three companies had shown interest in developing Plaza Rakyat but the government had decided to go with Profit Consortium.


The revived development will include a mall, service apartments and offices, and will integrate the Plaza Rakyat LRT station. – June 2, 2015.
