Depends on your needs.

For example, I have one phone which needs:
1. Receive calls, no need to make calls
2. Whatsapp or Line (64kbps internet only)
3. Stream music from Spotify, 988 etc
4. For the whole year at min cost

For this I use Digi Best with Super Long Life, Internet Club & Music Freedom.

Total cost: Less than RM50 for the 1 year.

You can use it for anything, it's basically a 64kbps data plan for life, 1GB/mth quota. You can still browse but takes awhile to load. Google.com is actually quite usable. So is Apple Maps. Waze probably not since it chokes even on EDGE. Spotify takes a awhile to startup but music is nice and smooth once it starts streaming. Youtube also works but it's like watching a Powerpoint slideshow with a presenter who talks a lot between slides. Btw 64kbps is actually ISDN speed which used to be FAST many years ago. :-)

Digi Super Long Life is RM38/yr. Digi Internet Club has a one-time reg free of RM10. Though when I subscribed a few weeks ago, the RM10 wasn't deducted from my credit. Dunno why.

On Jan 1, I loaded RM50. My phone sent an SMS to activate iMessage (-0.5), subscribed SLL (-38), haven't made a call/SMS since and balance now is still RM11.51. (I had RM0.01 credit when I ported in.)

It mostly depends, but Umobile actually using DC-HSPA+ whereas DiGi is only using HSPA+. In a perfect world Umobile can double DiGi's speed. Plus DiGi network is not the best in KL.

Well, I just switched from SM 65V to SM65 more internet just last week.

I contacted Digi thru their twitter and said there was no cooldown.

So I called Digi CS and finished upgrading under 5 mins.
