Yes.. you can get 2 slices of cake only when you buy 1 drink with each card, within the Birthday Month (expires after Birthday Month ended)

They can check from their backend. No receipt is required as proof (better to substantiate).

The Cake Slice is valid within Birthday Month.
The Free Drink is valid for 90 days.
The Starbucks Card is valid for 3 years from last transaction date.

Firstly did you swipe your BCard during the purchase at Starbucks ?
If you did not swipe you BCard, you approach Starbucks to "re-swipe the BCard" if they allow....
