most, if not all, comes without name printed

reason because cards are issued onthespot. The actual card already pre-printed with necessary visa/mastercard program inside the chip. just no ownership. this allows banks to be able to quickly issue debit card anywhere (counter, kiosk, etc). purpose is SPEED of mass issuance.

when it involves name printing, your account need to be binded in advance, then only card vendor can print all the details onto the card. This is where (most) credit card need few days/weeks to get it approved -> printed (external, secured card vendor) -> delivered (mail or counter).
