understand that.. but what i always do is..
say that if top, my team is 2v1.. means opponent got jungler,
i will let top to have range AD(or anytime that can kill minion fast and push, cait and morde is a good pusher combo) so that can push top ASAP to get their turret.. a good timing with minion wave will get ur turret under 10 min if the top tele back for HP regen. if jungler come, it is 2v1 anyway..
then if 2v2.. then just farm very careful laa coz both dont have jungler.. means both No map control, no roamers, no buff controls, no ganks etc

I'm learning jungling and it's hard to make good decisions. A failed gank usually leads to enemy jungler taking my small camps, so I get both underfarmed and low level. If I focus on keeping up on farm and levels, teammates will yell at me for ganks.
My first real attempt at jungling had enemy Nunu taking my big wraith and double golems. And I tried to take dragon without clearing wards there, causing enemy Cho'gath to teleport to dragon ward and nom nom me XD
that one is quite hard to find.. LOL
