The staff there told me that if I am holding a work permit, then I need to check with my employer to see my employer has a Corporate Account with POSB. So is there any other bank that can let me open a saving account by my own, have ATM card, NO fall-below charge, NO cash withdrawal charge, NO initial deposit (if required then the most is $500), and have E-Banking access.

POSB savings account just requires a $500 deposit.
You do not need it when you open it, but you need to have at least some or by end of the month, your account will be "stuck" as they cannot fine u the $2.
You need to bring your EP card and Malaysian IC.
I did not face any of those issues when I opened mine, nor did my sister in law, nor did her friend.
We all did it at Peninsular Plaza, near Funan/City Hall after leaving EPSC.

You need to bring your passport with you.
$2k minimum or be fined $10...but only effective after 6 months.
