yes, polycaps are those "PC" labelled stuff, soft like rubber. petroleum-based lubricant will cause this kind of things(and most plastic) to crack or become loose or discolour.
general elastically lost on polycaps = loose joint. polycaps are fragile in the first place, putting WD40 on them just hasten it's decay time.
if discolouration, cracked, damaged plastic parts doesn't concern you, then by all means, use it.
