voltage is kinda high for that speed and timing combo. you sure it's not cpu problem instead?
*
this is using divider at 1066. if i set below 1.65 volt, cannot boot or warning after post screen.
cpu oredy 1.52Vcore @3.9Ghz.. cannot squeeze anymore.

9-series known to have unstable unlocked core compared to 8-series boards... hmm.gif

u sure that the other two cores are not locked/off in the bios?
*
more than 10 times oredy check, set manually enable all core or set auto,
every time boot into windows, still show only 2 cores enable...

i cannot find ACC (Advance Clock Calibration) setting in the bios.
i taught this board is quite good, expensive summore compare to my asus M4A 870TD/USB3
but this MSI 990FXA GD65 has a very good bios, 8+2 power phase. i love this features

currently use old bios, V19.6

iirc ACC dont exists anymore since 8-series boards hmm.gif

v19.6 seems to be the latest bios already, it probably did not unlock it hmm.gif

try lowering your clock speed, maybe the other 2 cores unstable @ 3.9G so the board didnt unlock it hmm.gif
*
oredy set to default 200X15=3.0Ghz..
oh sorry didnt capture the SS. upload later..

stock clock still on X2, the L.E.D for the power phase light up all 8 all time.
before this, only light 4 LED only, other will be blinking. now all 8 light up
