So, to be clear, Vita version of the game will have online and ad-hoc multiplayer right? And only able to play with another vita users unless they use cross save to play on PS3 which also means to buy the game twice. Amirite?

Basically, both PS3 and Vita version supports online mulitplayer using PSN account.

PS3 and Vita version have cross-save features, but it does not support cross-online multiplay between PS3 and Vita.

Alrite, thanks for the info. The next question is, will there be region restrictions for online play? e.g R3 players can play alongside R1 players or not?

I've look up through the internet for this question myself before as well. But so far, until the game is release, there is no definite answer to this particular question yet.

So if you are that concern of region restrictions for online play, you could just wait out until someone actually tested it out during the game's release.

Here's more info from Siliconera:

QUOTE
There are two methods of online matchmaking for Dragon’s Crown. They are Random and Friend Entry. In Random Entry, you’ll get to play with different people from around the world. These players will be close to your level, so you won’t have to worry about playing with others who are too strong or weak. As the name implies, Friend Entry is where you’ll get to play with your buddies via PlayStation 3 or Vita.

The PlayStation 3 version of the game will support a combination of local play and online matchmaking. For example, you could play with two players on the PlayStation 3, then have two random players join your game in Random Entry fashion to fill up the remaining slots.

Based on that statement alone, you can safely assume that there will be no region lock for online multiplayer.

Apparently, they will release english voice over the same time as the JP release (or perhaps it's already in the game itself which allows you to change the voice in the beginning?). Of course, don't see the option of switching JP to EN subtitle... Guess we'll find out tomorrow.
A guy has posted a video about 4 hour of gameplay...

The Japanese version of Dragon's Crown will be available for download on Asia PSN tomorrow.

Before you start downloading, you should know that the Japanese version doesn't have English text. It only has English voices for the game.

The PVP arena won't be available from the start. It will be unlocked after clearing the story mode for the first time.
