Basically, both PS3 and Vita version supports online mulitplayer using PSN account.
PS3 and Vita version have cross-save features, but it does not support cross-online multiplay between PS3 and Vita.

I've look up through the internet for this question myself before as well. But so far, until the game is release, there is no definite answer to this particular question yet.
So if you are that concern of region restrictions for online play, you could just wait out until someone actually tested it out during the game's release.

Apparently, they will release english voice over the same time as the JP release (or perhaps it's already in the game itself which allows you to change the voice in the beginning?).
