The used car dealers will auto refresh after some times, but precondition you need to click into it, otherwise it won't refresh, will remain the same list of cars from the last time you click into it.

so can i refresh the list by going to a race?

before you go into a race, click into the used car dealer. After your race, you click in again and see the list already refresh or not. It won't refresh immediately, need to wait for a period.
