Maybe because his subject is underexposed, that's why everything looks blended together?

hi guys,
need some advise here regarding the 'quiet shutter release'
in this mode, the AF beep is silenced but the shutter sound can still be heard. i thot quiet mode means u'll hear nothing at all.
pls correct me if im wrong as im just into photography

This photo was taken at 1/500s haha.
But I usually go about 1/100s to be safe, if I really need to go slower shutter its 1/60s at the max.

Eh guys, I have a question. Does anyone find the image quality reduces when you set the ISO to lower than the base ISO(ISO200) for example LO.1(ISO100)?
