TD04L also had 2 type of bearing.... Ball Bearing and Journal Bearing. Ball bearing would spool faster but create lower HP output compare to the same size of the turbine using Journal Bearing. Fast spooling dosent mean good for any setup.

You´r talking about the increas of powewr in the LPT engines, why they only can increase the power up to approximatrly 230 hp is that the turbo is too small"
