Here my layman translation but i make it short (only key sentense):

(KL 16th) new apartment issue CCC and key but without installing elec meter yet, buyer unhappy with the non completion of infrastructure with key handling over.

Located at setapak 22 storey around 900 unit. Most buyer collected the key end Aug & early Sept. While buyer happily ready to move in, only notice that electric & water meter yet to install, mean cannot to move in yet.

Few owner bring along Press reporter to visit the condo, to prove these yet to install.

Buyer claim by Sept 2008 they bought the unit & shd handover by Sept too. These condo consist of approximately 1300ft2, 1600ft2, 1800ft2 sell 230k to 300k.

Based on S&P, developer must handover the unit by Sept 2011.
Buyer claim, even developer handover the unit on time, but they notice genera infra yet to complete, without water & electric they cannot stay. Management started to collect maintenance fee.

They had lodge complain to developer, PVM promise that by Sept end will install the meter, so want them to be patient.

Buyer also unhappy that management start to collect maintenance fee for AUgust, RM 157.

Buyer in their opinion, while developer issue the CCC/CF (I not sure about this), it should be approve by some authority. So they suspect that developer handover the key just to avoid fine.

Developer claim holiday make the meter installation slow, it can be done around September.
Mr Wong from PV: the building's MAIN water & electric meter already install. due to some problem, those individual meter are unable to install on time, but believe ca be done by end Sept 2011.

He also says that water meter already approve before the CF/CCC (i not sure). but due to festive season, so it delay.
Individual electric meter will be install soon.
We also inform buyer that if they want2 do reno, then they can open the Management's electric to buyer for the works.


then the rest are basically the complain by the buyer, saying like shift in some furniture already, want to do reno works.
made complain to ........dunno who, then waiting for their reply

Yeah i'm agreed with u >> where the hell of our deposit money??? yeah I've remember we paid last year october n now almost a year...... :angry: X%X%$$X%%%

And this not fair for us to paid maintenence fee, PV's management SHOULD WAIVE this month maintenence fee!!!!

Agree with you guys. It's not justifiable to demand payment before handing out the keys and when they hand the keys, you can't move in because it's not fit for living in.

I handed in a refund claim because I overpaid RM 9K+. They said will take up to 1 month to process. Demand payment and charge early is ok, but when returning money it takes time. Can Consumer Affairs do anything about this I wonder.

thanks for the translations. As the units yet to have electricity and water, the contractors also delay/slow in doing the renovation....

i check last year PV earn gross profit is RM 269,000,000 and net profit after tax is RM26,000,000.00.Source CTOS:) and also working capital of RM 38 mil

i agree,we shouldn't have paid the maintenance fee until everything is ready for us..its really not fair!!we still cant move in bcoz the lift operated until 530pm..i really dissappointed with them..

Just wondering, why there is a overpayment? I think another forumer mentioned taht he overpaid also...

Because of an earlier payment made by my parents back in 2008. I'll be chasing them for the cheque to be done faster.

just went to PV management office to chk the defect status. I submitted the form on 9/9/11 and they say it only start process today 20/9/11 and need to wait 2-3 weeks time. @@ speechless... when can i start my Reno la. Sigh!

based on SPA, they will have to complete the rectification work within 30days
good luck to them if they cant make it on time

as far as i heard, the news about non existence of electricity and water supply is in more than 1 chinese newspaper. PV director commented to commit getting it done by end Sept (hope so). Anyway its good to have give some pressure to the management however..... just thought.... this will have negative impact to the property. As far as i heard about PV, this is the first project that is delayed. Hope the future phases will be ok wink.gif

I thought the guide book stated not allow to make any tinted on all the window glasses?

They allow. If not, facing sun light unit very hot.

I intend to install bamboo blinds at balcony.

i checked,
no written tinting is not allow
they only write there no modification
but how to justify???
also, do u think i care???

I think there is a good reason why they didnt allow tinted.. Else our condo will look like some fancy colourful kindergarden with some tinting their window yellow, green, red and stuff.. Surely will drop the 'exclusiveness' of the condo.

I got 1 question, since PV13 still no elec. But how come PV 128 already have elec and the Over time outlet is almost done for the Reno and I guess will open for Biz early Oct.

128 is the new shop lot located next to PV13, facing jalan genting kelang
there were overtime, miva, etc shops coming soon
