Only if one wants a quieter ride or for audio improvement reasons, then they will be willing to invest in soundproofing their car, regardless it a Proton or BMW. So if the person is happy with Inpsira noise level, it will be zero cost for soundproofing, right? So your generalization of additional soundproofing cost for others is not true - its not a must have. The level of noise in Inspira is definitely better than my current waja as for my own comparison, I may not even bother to do anything to it. Maybe you have better cars in your garage thus Lancer is not on par with your expectations. But I am happy with my choice.

. quietness level is rather subjective from one person to another. tbh, i dont recall the original lancer as being quiet too, so when i drove the inspira, it was really much of a deja vu instead of letdown. as i've pointed previously, from where i am seeing, the inspira has infact directly inherited all of lancer's pros & cons, plus some of Proton's own quirks (ehem...localisation)
the so-called better handling attributes to the suspension changes & different tyre profile, but the overall chasis is left untouched. be glad that it is so, because strong chassis is one of Mitsu's forte (it means strenght in french, pun intended,

but fitting & sub-par sound proofing are also both a Mitsu & Proton's shared 'quality'. biasak lah kan, Mitsu WAS Proton's mentor afterall.

their concern is, if people sees a new car needs to be used force to close the doors, then impression given is very much...erm, cheap.
