115 is spiky...
I'm in the same shoes as you.
Same starting ip address as well.
Have tested with both and it does seem that the 124 ip gives us the best route to the singapore IAH server.
115 can be really bad until even after logging in, nothing is showing up.
I have never been able to download any maps with my streamyx line.
Always have to plug in my maxis broadband to download any custom maps.

that cant be right at all when someone in malaysia is getting more stable (not "necessarily" better, as i said, latency delays in NA is heavier than SEA) connection connecting to USA while having an unstable one connecting to Singapore. again, latency is lowered due to closer distance, however id rather take the added latency to USA if im getting a guaranteed smooth connection for the entire session.
Yours does sound like PJ Subang area I think.
I'm pretty sad that those ip ranges was initially available for my area in desa petaling, which helps when you play WoW.
Ever since it got changed to 115.135 and 124.18, I had to always use tunnels to play WoW, though I have already quit that game now.
Just not sure why your ip range is terrible for Singapore. Probably routed you all the way to Taiwan and then back to Singapore.
Try a tracert to sea.battle.net and see what ip addresses you route to. That might give you an idea why is it so slow to connect to singapore.
