Not anytime especially during fight. you can equip other class' weapon in order to change job. If you can't, then it might have to do with some of your armor which is not supported.

i'm not so sure about laptop but imho i think theres no any lappy yet can play in hi-res very smooth according to ffcore forum. haven't see any1 with lappy benchmak over 3k score so far.
