Uh, lets see, try tell your friend to start install L4D from internet, then stop download after the preparing-installation-files-thingy have ended. Steam should have created the account folder by this time.

Same here, high chance to be able to login if you just restart the router/modem. If hotspot shield fails me then this is the best method, so far.
