agree..if u official event in a restaurant then people wouldnt mind..but if u go to other restaurant just want to taste and snap the food..
flash would be a bit distracting to other.. 11-16 f/2.8 i think enough for restaurant dinner condition..

unless u sit with no light at all/too low light.. if the light like pizza hut/kfc kind of.. there shudnt be any problem at all...

Hmm maybe 35mm f1.8, not too expensive, fast enough but not wide enough lol.
Or, tokina 11-16 @ f2.8, pump ISO maybe 800~1600, shutter 1/20~1/30s. Then shoot in RAW and light up a bit in PP.

You don't wanna use tripod for just photoshooting in a restaurant right. Either slower shutter or flash =X

No experience with Nikon filters, but I would go for Hoya/B+W anytime over Nikon. (for filters that is).

It is f/2.8 and UWA range, you can easily shoot at slow shutter!

ok... thank you guys for all yr advice... I'll do somemore research on these sughested lenses.

BTW, 1 question on macro lenses, what is the diff in the XXmm numbers compare to the number for normal lense? Does it means 100mm macro can do macro at a further distance compare to a 38mm macro lense?

Let's say magnification of 1:1 for a 60mm and 105mm. Basically the 60mm has to go closer compared to the 105mm for the same 1:1 magnification ratio.
