JPA is not only for straight A students. If you have somewhat of an interesting co-curricular portfolio, there might be a chance for you to get picked for the interview.

It depends on the awarding institution, but for high profile scholarships such as ASEAN/JPA, most of the qualified applicants are already at the peak in terms of academic performance, so it mostly comes down to co-curricular/interview performance. Quite important, I must say.
