JPA is not only for straight A students. If you have somewhat of an interesting co-curricular portfolio, there might be a chance for you to get picked for the interview.

At the moment, give the Kuok Foundation Scholarships a try:

It depends on the awarding institution, but for high profile scholarships such as ASEAN/JPA, most of the qualified applicants are already at the peak in terms of academic performance, so it mostly comes down to co-curricular/interview performance. Quite important, I must say.

As far as I know, it is only available for undergraduate (first degree) studies.

I know for JPA we need to provide them a photocopy of certs (SPM, co-curicular) right? Then for other scholarships do we need to provide another photocopy of those certs?

What can I do? I mean like, will JPA consider my application?

Most of the time yes, you do have to provide certified copies of your co-curricular certs. Only a minority of institutions do not have such requirements.

According to my friend, Sime Darby Scholarship need a 2000 words essay, correct?

My friend got A+ in maths, add maths, physics and moral, A in malay and english, A- in chemistry, biology and chinese, but a B+ in sejarah in SPM 2009. The B+ grade in sejarah made him ineligible for a number of scholarship that requires a minimum A- in sejarah, eg JPA scholarship. Do he stand a chance even if he try for JPA or ASEAN scholarship basedon his results?

P/S: if a scholarship says that one must have a minimum 7As, is A- considered?

The 2000 word essay is true, yes. Something regarding your hopes and aspirations if I'm not wrong. Not a difficult thing to tackle if you're passionate about your future career choice.

Sometimes the requirements are just a "first line of defense" to avoid an influx of redundant applications - since your friend is just off the technical requirement by a small bit, I would suggest your friend to still give the scholarships a shot. Folks at the scholarships office are humans after all, and if your friend has an interesting enough co-curricular portfolio to boot, his chances are still there.
