Read through them quickly, some of my opinions.
Top floor of hostel is hot, because it's just a roof separating you and the sun. Ground floor is hot, because still air.
In between them would be nice I guess, can't confirm as I don't stay in girls' rooms.

If you are coming in from January intake, you may be able to stay more than one year (which happens to me and my friend). What's said on the paper is that you are required to stay for minimum of ONE year. And the 'year' could mean academic year or calender year. Of course, the definition of 'calender year' can't be valid on Sept intake where they just stay from Sept to May, or that will certainly results in large dissatisfaction. But then, 'calender year' definition was enforced to me during my time, of which I will need to spend 3 semesters on campus, and thus, they will just let me stay for the 4th semester - resulting in me staying two years.
It's just about sucking your money.

And I first knew about the banning of electrical appliances stuff from a friend staying under the Perintis management.

actually there's no exact ban la. Just need to pay extra for the appliances. The exact rate need check with management.

Bloodsuckers. Even threaten to confiscate your stuff if they spot check and found 'illegal' items.

But I thought you guys already have a electric usage meter attached to your room?

Even if you use electrical appliances you'll be paying for the electricity anyway, rite?

Under Pioneer, the meter is only installed to air-con rooms. It was rumoured that all rooms will get a meter installed, but that doesn't happen before I left though.
Not so sure about those under Perintis.
