In some way, you can still use Waze while off-ing the data. Just download the data before you drive. After you have downloaded, you can off the data, and drive normally. You don't get the "live" update, but I can still live with data a few minutes old lar ....

I'm sorry but my question is still unanswered..to make this simple,i give an illustration; GPS devices- if dont have SD card,it still can detect signal of current location as long as open air..in my understanding,the GPS itself has a built in gps tracker that connects to the satelite everytime the GPS is turn on..GPS dont have airplane mode. Why got no option for waze in the poll  I am fan of waze. But sometimes the map in foursquare are too much fake. Maybe its due to user check in too much :/
