Yup, Apple usually have their iPods refreshed every sept since years ago, so the rumour won't be that off the mark. At least you are getting the A4 chip in the new Touch.
But not so fast. Malaysia usually have new version of iPod Touch in stores around oct / nov, maybe due to the sirim stuff. So you have to be willing to wait a little bit longer.

I wont say that If I were u . To date, spec n feature wise, iPhone 4 and Samsung Galaxy S trumps all other smartphones in the market. Even down to the CPU and GPU, as they share almost the same SOC design. The key differentiator should be the OS and the screen technology, of which is totally up to the buyer's preference.
Granted, iOS isn't that good on older platform, but on A4 chip it performs really well though. But yeah, on notification side Android trumps iOS, but everything else iOS fares better, in my personal opinion of course. In the end, it's all up to buyer's preference. Neither OS is rubbish nor perfect.
So if I were you, If I'm going for an Android device I'd say that phones from Samsung Galaxy S series are of better choice than any current HTC offerings.
