I done few tests about GTAIV CPU scaling on dual core clock frequency on my desktop, from 2GHz to 3.2GHz, I noticed the average framerate is only down to 20fps from 27fps at 3.2GHz when set at 2GHz. So I done few tweaks on this lappy, as I found out the HD4570 don't have sufficient power to render at high resolution, and you need to disable shader go get decent framerate. This is the setting is the best I got:
1024x480 resolution (it gives widescreen movie feel), if you dont like it 1024x600 will do just fine and lose 1fps average
Texture detail: Medium
Other detail is High except Shadows are off and Render Quality is Highest
View Distance: 15
Detail Distance: 15
Vehicle Density: 15
Shadow Density: 0
If you want more framerate, overclock the GPU a bit, 700MHz core with 600MHz memory will do nicely, and when playing, Alt+Tab to Windows, open Task Manager, and set the GTAIV process priority to Highest
Just for a kicker, I even use onboard HD3200 for fun, it indeed run the games at lowest setting and resolution, not that playable but its not bad either. I surprised it can run it

Maybe Acer Ferrari One netbook using Athlon X2 L310 with HD3200 can even play it
