Well, regarding hardware monitor and fan control, I been using SpeedFan and HWMonitor. In Windows 7 32bit RM7100 both failed to monitor GPU temperature and fan speed, and there is only two temperature probe it displayed, the CPU and ACPI temperature. I haven't tried anything else though
While the only bug I have is the display brightness won't change, but that is because I use dGPU, if I enable PowerXpress the brightness can be changed but whatever driver I use, I cant seem to enable HD 4570 when I use the onboard

I have flashed to the latest BIOS FYI
Even I puzzled by what he said, as I found nothing related to fan speed bug like you said

I would like to ramp up the fan speed a littel while gaming too. If I find anything I'll definitely post it here

Oh another thing I found, the k10stats doesn't seem to overclock the CPU even though after reboot it displayed the overclocked speed, even the BIOS reads it has been overclocked! I 'managed' to overclock to 4GHz, that was so silly it impossible to reach such speed, the benchmark score reflect it exactly the same as before, but the voltage really did changed so you definitely can cooldown the CPU by doing so. Lowest I got is 1.0375V for load and 0.9V for idle. Force the idle to 1GHz 0.9V and watch the temperature drop

I got 49C in non air conditioned room
