As i mentioned earlier, i dont. These are all based on observations. But, Owner of Malaysia Mobile Tech News does share a common guess with me saying that CBP might be on different "back end" system though using the same 3g spectrum. I am going to list down my observations again for the sake of benefits of the doubts.
My CBP - a constant dl of 384kbps. One user at Bukit Jambul has a constant of 400+kbps. My officemate who used mine as a test at Wangsa Maju got a constant of 400+kbps.
Upload speed at my place is a constant 80-110kbps, where as C3GB is at 20-40kbps.
Download on steam is at 40-45KB/s compared to C3GB at 20-40KB/s
I only experienced twice "error code" on my almost two weeks of usage.
Experienced hell-lots-tuuuut with my C3GB which ran at the same period as my CBP.
A couple of users too experienced constant "error code" using non CBP simcard.

I am assuming that you have upgraded your Xpax to Xpax3gsimcard coz the old Xpax is not a 3gsimcard compatible. And if you are already using 3gsimcard, may we know what is the real speed of so low. Lots of things could be the factors when it comes to wireless broadband. Yeah, you may want to try complaining to CS, asking Celcom to refund back to your account. I am not so sure about the outcome, but at least, you try.
Secondly, my hunch of CBP has better stability is based on the launching of the product itself. Rasionally, why do Celcom wants to launch CBP, if ppl can still subscribe using C3GB n 3GXpax. What advantages does CBP has over these two Prepaids.? If i am just going to need it for internet, why do i want CBP if these 2 other prepaids do have same internet stability plus the advantages of making calls, sms, and get bonus points. But right now, it seems that CBP does offer better internet connection on the expanses of no sms, no calls and no bonus points. The other two prepaids are great at calls, sms and bonus points, however, at the expense of internet connection. Right now, I would rather choose CBP for Internet, for i believe that CBP is solely marketed for internet users (thus the hunch of different "backend" system).

Nope, it is 2gb for a week. So, if you keep continue using for a month. You can use 2gb x 4 at rm80 per month. Better than 5gb quota, and once again at the expense of speed (3gbonly).
