Hi all,
After doing as what i planned, finally i decided to not wasting time for WIRAMA to tell me what is the "Borang E" status or what ever reason they give, i have lodge my complain to Ministry Of Housing.
And i have asked the officer, if anyone of you (Phase 1 owner) want to complain, you can post by mailing and include these 3 items
1) A Photocopy of S&P
2) A Photocopy of letter of VP
3) A complain letter and post to this address.
4) Is possible include photo of defect as well
(is same with last post add. just in BM, and the phone number is changed)

So after lodge the complain they give me a "receipt" and anything not reply within 2 weeks i can call back to ask about the status. So far, that is what i can did........
About my complain details pls download from the attachment if you want to refer, cause the complain is by my unit no, so i just lodge 3 issues that concern me. ( Don mocking on my BAHASA
For MPS, i reconfirm with them what is mean by"pindaan" they told me that is house's structure design have different from original submitted floor plan, so MPS ask developer to do the "pindaan". I think that is why bcc told us they rejected 3 times (not sure how true). As the MPS officer said they had submit but not the BORANG E, is some other related document (Not sure what)'s which i think is use for support to submit "Borang E". So, as conclusion, So I THINK the VP is not valid.
And MPS officers, said once they get the BORANG E, MPS need to issue the CF within 14 days. So is showed that is not fault from MPS. IS DEVELOPER FAULT.
About the Floor Plan, as been told we can ask from developer, and if we want the plan from MPS need to apply and pay RM 100.
