Rule #1: Girls will not feel anything when you approach them in the public, meaning: DO NOT THINK YOU CAN COURT HER ON FIRST TIME, also can be translated as YOU CAN TALK TO HER AS LONG AS YOUR INTENTION IS GOOD. (Or bad, depending on what you are thinking  )

Okay I'll not use the word "approach" here, but instead "talking" just to let you think differently.
A very good way to practice talking to a girl in public is to have some reason to talk to them. For example, you and your friend wanted to take photo, you tapped a girl's shoulder, ask her "Hey can you help take a picture of us?" (I would lean in closer  Makes her feels paiseh)

Actually talking to stranger is a skill, you just need to learn to "let go" of your fear, that's all.
