All iPhones are basicly comes with carrier lock.
The only thing is that to know whether the iPhone gona get official carrier lock to enjoy some extra benefit (hassle free on upgrade downgrade) or not.
Jail-braking is a different story.
If you buy from Maxis,Digi (official carrier) you gonna be a maestro of your own.
