Even Huntkey VPower 550W can run 4850GS

But makes noise only ma when FPS goes high. (No noise when GC is loaded but FPS stays low so it doesn't sound like a overloading problem to me)

i think for ODD it's better to stick to good brands like ASUS and LG (1st LG was in my first PC, 32X CDROM, still worked when i changed the rig), but i wouldn't recommend Lite-on and Samsung
Lite-On was good back then, now? LOL. I got 2 broken cdrom until now, both are lite-on. All the LG are working fine though. Got 4 units of the 3 units of the DVD writer version, all still working

Anyways, I think the newer batch is probably using newer "version" of the 4850. Maybe like the C0 -> E0 transition for the Intel chips? Thus explains the more stable chip + lower temp. I doubt plating nickel on the heatpipes will improve temperature alone
