latency depends a lot on how many 'hops' or 'routes' taken how many number of servers in order to reach your data's destination~ we have our own subsea cable that communicates through Taiwan to the rest of the world and when it fails, we route limited data through Singapore and Hong Kong~
latency can be higher if there are congestion at these international channels or congestion at any of the servers doing the routing or any damage on your LAN cable or the communication tower is congested~ it can also be in the form of lower signal, hence, lower link quality or the data server being restricted in the amount of bandwidth that they have, especially on weekends, so that they don't crash easily (or through DDOS attacks)~
to improve latency, the best and easiest way is to improve the signal strength~ try putting your modem near to your window, but encase it with thin plastic to avoid rain~

it's possible but I would not be suitable to help you forward interest in your area due to many requests that I receive and the management would be the one to contact as they are the ones who determine the next coverage area~ the management of Amax should have their own survey and market research on densely populated areas, new housing areas, possible corporate users, etc. in my opinion~
my communications with the management would be 'problems faced' as I believe it is the utmost importance to let them know which area is problematic and what users want to improve~
