1. The Matriculation Programme of The Ministry of Education is a preparatory programme intended for Bumiputera students in order for them to qualify for degree courses in science, technology and accounting at Higher Education Institutions, local and overseas. Therefore, course arrangement for the Matriculation Programme has taken into consideration the prior knowledge of the students who are accepted into the programme. The structured course content has to fulfil the specific need of the faculty besides giving more preparation time in general.
2. The curriculum for this programme emphasises both academic and non-academic aspects to provide knowledgeable and high social skills students as well as having admirable characteristics and leadership skills.
3. The educational structure uses semester system in accordance with the method that is used during the high education institution stage. The minimum period to qualify into faculty is one year (two semesters)
IMPLEMENTATION OF MATRICULATION PROGRAMME SEMESTER SYSTEM
The Matriculation Programme of The Ministry of Education utilises semester system. In each semester, there are 20 academic weeks (refer Academic Calendar). Students have to register for all subjects taken in each semester. The subject packages that have to be taken to complete the programme are categorised into specialisation subjects, compulsory subjects and co-curriculum subjects.

2.1 Semester System
2.1.1 Rationale The action taken by the Matriculation Division of the Malaysian Ministry of Education is in accordance with most local and overseas Higher Education Institution practice. The rationales of implementing the semester system are:
1. Most suitable system to provide liberal education to students. This system benefits students and is more student-friendly.
2. Gives more space for college to introduce and implement suitable and effective students academic progress system
3. To enable the college to optimise the use of human resources and its physical amenities.
2.1.2 Main Features
1. Teaching period and assessment (including final exam) in every courses is per semester
2. Students' achievement is based on continuous assessments, mid-semester exams, and final semester exams.
3. Students will have the opportunity of receiving more liberal and universal education
4. Credits will be given to compulsory subjects and co-curricular activities even though the assessment grade is not taken into Cumulative Grade Point Semester (CGPS) and Cumulative Grade Point Average (CGPA)
5. Students' achievement and academic standing at the end of each semester are based on CGPS and CGPA
6. A mentor will be allocated to each student throughout his/her academic study at the Matriculation College to advice and guide them in both academic and non-academic matters
7. Students will be given a chance to repeat the program if their achievements did not meet the minimum requirement to further their studies at 1st Degree level at Local Higher Education Institutions

b) It is compulsory for students from accounting stream to take four subjects which are Mathematics, Accounting, Economics and Business Administration (2.2.2)
2.4 Definition of Credit Hour Credit hour from every course is based upon meeting time between students and lecturer. The credit hour setup for every course is as follows:
a) 1 hour lecture/tutorial a week in one semester = 1 credit hour or
b) 1 practical class (2 - 3 hours) a week in one semester = 1 credit hour

2.6 Registration of Subjects
2.6.1 It is compulsory for students to register for all subjects taken in each
semester.
2.6.2 In general, the total maximum credit hours taken in each semester for the Science stream is 20 hours while for the Accounting stream, it is 21 hours (this does not include compulsory subjects and co-curricular activities)
2.7 Repeat Program
Students will be given one chance to repeat the program if after the second semester final exam the achievement does not fulfil the minimum requirement for the selection to IPTA (1.50 ≤ CGPA < 2.00) (refer Appendix A)
2.8 Withdrawal from the Matriculation Programme
2.8.1 Withdrawal from all registered subjects in any semester means withdrawal from the Matriculation Programme. Student's withdrawal from the program can only be considered on medical reason or other reasons that are acceptable to the director. The director will not accept student's withdrawal on a reason related to student's under-achievement in any subject or on the reason that student is not ready for the subject or is not satisfied with any subject
2.8.2 Written application must be sent to the respective college director (one copy is to be sent to BMKPM). For withdrawal on medical reasons, the student is required to enclose a complete medical report which proves student's disability to continue with his/her studies in a particular semester.
2.8.3 Withdrawal from matriculation program, on the reason of receiving offer from other IPTS/IPT for post SPM program, after enrolment is not allowed. Compensation as in the agreement signed has to be paid by the student.
2.9 Studies Postponement
Application to postpone studies for enrolled student can only be considered if applied before the 2nd week after registration. Postponement application has to be sent to the Director of Matriculation Department of Malaysian Ministry of Education through respective college director. Postponement due to medical reason which is verified by qualified doctor is an exception to the rule. Student whose postponement has been approved on medical reason has to be proved healthy before being allowed to continue in the next session.
2.10 Courses Offered
Malaysian Ministry of Education matriculation programme offers two courses which are science and accounting. Student in science course are required to take three major subjects while student in accounting course are required to take four major subjects. It is compulsory for students of the Matriculation Program of the Malaysian Ministry of Education to register for all subjects and co-curricular activities that are in place.
a) All courses offered have to be taught, completed and assessed at the end of each semester
b) The minimum period to complete the Education Ministry Matriculation Programme is two semesters
c) The maximum period to complete the Matriculation Program of the Ministry of
Education is two years or four semesters for students who repeat the program
(CGPA < 2.00)
2.11 Necessity of English Language
a) It is compulsory for students to take English Language for three hours a
week for both 1st and 2nd semester
b) Grade obtained from English Language course will not be included in CGPA
for students' academic record, although it is assessed at the end of each semester.
c) The English Language Curriculum helps prepare students for the Malaysian University English Test (MUET)
d) It is compulsory for Matriculation Program Students to sit for MUET as it is
the prerequisite to enter IPTA.
2.12 Islamic Studies / Moral Studies
a) Islamic Studies / Moral Studies curriculum was drafted to give direction for
students to become pious, to perform good deeds and to be a noble person.
b) Students are required to take Islamic studies or moral studies class for 2 hours a
week for one semester only.
c) Students' progress will be assessed through a series of continuous assessment.
d) The assessment marks obtained from Islamic/Moral Studies course will not be
included in students' CGPA. However, the marks will be kept in students' academic record.
2.13 Dynamic Skills
a) Dynamic Skills curriculum is drafted to assist student in building self-
confidence, maturity, and mental and emotion intelligence in student.
b) Students are required to attend Dynamic Skills class for one hour per week for
one semester only.
c) Students' progress will be assessed through a series of continuous assessment
d) The assessment marks obtained from Dynamic Skills course will not be
included in students' CGPA. However, the marks will be kept in students' academic record.
2.14 Informatics
a) Students are required to register one Informatics subject for two
hours per week for one semester only.
b) Students' progress will be assessed through a series of continuous assessment.

included in students' CGPA. However, the marks will be kept in students' academic record
2.15 Co-Curricular Activities
1. Students have to register for one of the following activities: Games & Sports, Clubs & Societies, or marching.
2. The co-curricular activities will be conducted using recreation style. Mental & physical agility, community service and social elements will be in integrated manner. With these elements it is hope that graduates from Matriculation Programme will prepared them to become more authority and establish in leadership skills, personality, endurance and good communication skills. This co-curriculum will act as supplements towards students' academic success.
3. Students' progress will be assessed through a series of continuous assessment
4. Grade given in co-curricular subjects are not taken into students' CGPA consideration. However the results will be recorded in students' academic record. 10% is allocated for co-curricular activities for merit calculation to enter IPTA
2.15.1 Mentor-Mentee Program
Matriculation Programme students are from various backgrounds. As a result, a guidance service throughout the Matriculation Program is needed. Malaysian Ministry of Education Matriculation Colleges provide a Mentor-Mentee programme to help students go through the program. This Mentor-Mentee system involves 2-way communication. Student and advisor should have a meeting (when needed) to discuss openly any problem that may arise. Throughout studies period, under this program every student (mentee) will be put under the guidance of a mentor who is either a teaching staff or other academic staff of the college.
2.15.2 Importance of Mentor Mentee
The main objective of Mentor-mentee program is to create a relationship channel to allow studenta to consult the Mentor should any problem arises especially academic problem. Students are responsible to understand and fulfil studies curriculum's needs and should get advices if necessary. Such effort is necessary to help students overcome weaknesses, in academic aspect, continuously. According to this programme, students should always deal with the mentor if any problem occurs. Besides that, this system will strengthen the relationship between student and mentor. Student and mentor have to arrange meeting, if necessary, to discuss about studies and other relevant topics.
2.15.3 Mentor's Responsibility
a. Keeping student's academic progress report.
b. Meet his/her student under guidance (it is recommended on the first week of
registration) and to brief them on general information of semester system and other topics which are related to their studies. Mentor should always follow student's academic achievement and should guide them if necessary.
c. Inform the administration from time to time regarding students' performance and
problems
d. To help and give advice to students in making plans for all aspects like
course/ subject/ stream selection, credit hours taken and study duration.
e. To help students who have academic or personal problems through guidance,
motivation and appropriate advice.
f. Look for alternative to solve students' problems
g. Refer to other related parties like counsellor, doctor, subject lecturer etc.

Kementerian Pelajaran Malaysia telah mewujudkan Bahagian Matrikulasi pada 1 September 1998 untuk penyeragaman semua Program Matrikulasi/Asasi yang selama ini dikendalikan oleh Institusi Pengajian Tinggi Awam (IPTA).
Pada sesi 1999/2000, Bahagian Matrikulasi Kementerian Pelajaran Malaysia telah memulakan Program Matrikulasi bagi lulusan SPM 1998.
Mulai sesi 2000/2001, semua Program Matrikulasi kecuali UIAM dan Pusat Asasi Sains Universiti Malaya dikendalikan sepenuhnya oleh Bahagian Matrikulasi Kementerian Pelajaran Malaysia.
Konsep
Program Matrikulasi Kementerian Pelajaran Malaysia merupakan program persediaan bagi pelajar Bumiputera lulusan Sijil Pelajaran Malaysia untuk melayakkan mereka mengikuti kursus peringkat ijazah dalam bidang Sains, Teknologi dan Sastera Ikhtisas di universiti awam dan swasta.
Tempoh pengajian prauniversiti ini mengambil masa dua (2) semester. Kurikulum program ini memberi penekanan terhadap aspek akademik dan tidak mengabaikan aspek kokurikulum.
Di samping menyediakan pelajar yang berilmu dan berketrampilan, pelajar juga perlu mempunyai ciri kualiti diri yang terpuji dan daya kepimpinan yang tinggi.
Semua pelajar program ini mengikuti sukatan pelajaran dan kaedah penilaian yang sama. Pemilihan pelajar ke universiti hanya dibuat selepas lulus Program Matrikulasi.

Mulai sesi 2003/2004, Program Matrikulasi dijalankan di Kolej-Kolej Matrikulasi dan Kolej MARA sahaja. Senarai Kolej Matrikulsi Kementerian Pelajaran Malaysia boleh diperoleh dalam Direktori Institut.

Tempoh pengajian prauniversiti ini mengambil masa dua (2) semester. Kurikulum program ini memberi penekanan terhadap aspek akademik dan tidak mengabaikan aspek kokurikulum.
Di samping menyediakan pelajar yang berilmu dan berketrampilan, pelajar juga perlu mempunyai ciri kualiti diri yang terpuji dan daya kepimpinan yang tinggi.
Semua pelajar program ini mengikuti sukatan pelajaran dan kaedah penilaian yang sama. Pemilihan pelajar ke universiti hanya dibuat selepas lulus Program Matrikulasi.
Tempat Pengajian
Mulai sesi 2003/2004, Program Matrikulasi dijalankan di Kolej-Kolej Matrikulasi dan Kolej MARA sahaja. Senarai Kolej Matrikulsi Kementerian Pelajaran Malaysia boleh diperoleh dalam Direktori Institut.
Bidang Pengkhususan
Program Matrikulasi Kementerian Pelajaran Malaysia menawarkan dua(2) jurusan pengajian:
1. Jurusan Sains (Kod M001)
2. Jurusan Perakaunan (Kod M003)
Rancangan Program
a) Jangka Masa Program
Program Matrikulasi Kementerian Pelajaran Malaysia mengambil masa dua (2) semester / satu (1) tahun kecuali bagi Program Dua Tahun.
b) Pengambilan Pelajar
Mulai sesi 2001/2002 pengambilan pelajar dibuat sekali setahun iaitu bulan April/Mei. Pengambilan ini membolehkan pelajar lulusan Program Matrikulasi memasuki IPTA untuk program ijazah pertama pada tahun berikutnya.
c) Mata Pelajaran
Mata Pelajaran yang dipelajari semasa mengikuti Program Matrikulasi ialah seperti berikut:
i) Jurusan Sains (M001)
- Matematik
- Kimia
- Fizik atau Biologi
ii) Jurusan Perakaunan (M003)
- Matematik
- Perakaunan
- Ekonomi
- Pengurusan Perniagaan
Di samping mata pelajaran bidang pengkhususan, mata pelajaran berikut wajib diambil oleh semua pelajar:-
- Bahasa Inggeris
- Dinamika Kemahiran
- Pendidikan Islam/Moral
- Sains Informatik
Semua pelajar Program Matrikulasi Kementerian Pelajaran Malaysia diwajibkan mengambil satu daripada mata pelajaran kokurikulum berikut:-
- Sukan/Permainan atau
- Persatuan/Kelab atau
- Kawat Kaki
Bahasa Penghantar Program Matrikulasi
Mulai sesi 2004/2005 mata pelajaran Matematik, Sains, Fizik, Kima, Biologi dan Sains Informatik diajar dalam Bahasa Inggeris.
Pembiayaan
Pelajar Program Matrikulasi dibiayai oleh Kementerian Pelajaran Malaysia.
Peluang meneruskan pengajian selepas lulus program matrikulasi
Pelajar yang lulus program ini dan memenuhi syarat yang ditetapkan oleh Bahagian Matrikulasi Kementerian Pelajaran Malaysia akan berpeluang mengikuti program ijazah pertama di semua universiti awam.
a) Pelajar yang lulus Program Matrikulasi Sains boleh memohon untuk mengikuti program pengajian ijazah pertama dalam bidang seperti berikut:-
* Perubatan
* Pergigian
* Sains
* Sains Komputer
* Teknologi
* Kejuruteraan
* Seni Bina
* Bioperubatan
* Bioteknologi
* Farmasi
* Sains Gunaan
* Sains Pendidikan
* Teknologi Maklumat
* Bidang-bidang lain yang sesuai
Pelajar yang mengikuti bidang perubatan juga berpeluang ditaja ke unversiti luar negara.
b) Pelajar yang lulus Program Matrikulasi Perakaunan boleh memohon untuk mengikuti program pengajian ijazah pertama dalam bidang seperti berikut:-
