Not really good at IT. Is it possible that when registering a new nick, a check is done on the source IP to see whether it's a match to current nick with the same IP? If it's a match, than a pop up message to inform that there's only one nick per account and have found a match in IP add. Explanation for the purpose of 2 nicks within the same IP will have to send to the admins. Also flag out an exception list on the particular nick so in the event the guy try registering from another IP, it's still a match. Just a suggestion because sometimes seeing ppl creating multiple accounts just to spam or to the extent of another con in sales section. Thus by the time that someone found out and report, it could be too late. There are plenty of people who legitimately share IP with another user:- housemates, cybercafe, university dorms etc. Asking for an explanation will inevitably result in 'housemate' being the dominant reason. We have other ways to determine whether or not 2 nicknames belong to the 1 user which is far more effective.

b00n, not really possible when the IP is dynamic.
One other option was to have a registered email, such as xxx@streamyx.com or uni/college email address or referral by already approved members which we can trace.
Also, buyers are partly at fault. If you look at the first link that you've given, if he counter-check/search the number, it would point to another thread in trade dispute section before he bank-in. Question was, did he did own research before purchasing?If we can enforce something like you said, but buyer still did not do his/her research, no point of having such implementation. The thread was started more than 12 days(which was when the deal took place*refer link1).
If you refer link2, his methods is restricted to using a middleman account since his account+wife account is "blacklisted in LYN already". If buyer use their instinct, why should I banking into another person account when I trade with you? It would be suspicious at the very first point. Problem with buyers was they are not using their sense. If he insist that the account belongs to another person, ask for more stuff to make sure that he have the item, such as taking a picture of the item and written a paper with name side by side.Insist COD and do not made advanced payment until then. Best case, don't deal. Get it from other places which can provide you much more security, such as from retails shop.
