IPTA's are regulated by the federal government, not by the state. As much as Sarawak was the first state to recognise UEC, Sarawakian's can't use UEC to enter IPTA's either.

Based on my understanding, that's not exactly accurate.

Sarawak has state-controlled IPTAs that accept (or will accept next year IINM) UEC graduates while other states don't. I haven't read enough to understand if Sabah has similar type of IPTA so not going to comment about it.

Point is, unlike Sarawak, the peninsular states that purportedly recognise UEC actually holds no water.

Errr, that is not correct

There is no such thing as a "Sarawak state-controlled IPTAs"

The Sarawak government does 'own' some IPTS'es like Swinburne Sarawak, Curtin Miri, University Technology Sarawak, etc.

But make no mistake, these are very much IPTS'es, with according fee levels. But they accept UEC as one of the qualifications that an applicant can use to enter Swinburne Sarawak/Curtin Miri/University Technology Sarawak. After paying IPTS level fees.

Which are very much more expensive than UNIMAS and UiTM Sarawak, the IPTA's physically located in Sarawak.

Selangor also has their own state owned university, UNISEL, which yes, does accept UEC as a entry qualification. But UNISEL is very much a IPTS.

As to why Penang doesn't have a state owned university, that is a question for their people to ask their government.

But it also means that UEC holders can apply for state level jobs in Sabah, Sarawak, Penang, Selangor, and Malacca.

During Najib time, I think he says he will recognize UEC as long as there is a pass in SPM Bahasa Malaysia. But the Chinese rejected that condition.

IMO, if true, that is a reasonable condition.
