Last year did 3 passport renewals online.
First one go local photo shop take "passport" photo, soft copy, RM24. Got rejected. Went to Immigration, took photo at counter. kautim.
Next one, take photo with phone. Adjust bg colour in Photoshop. Accepted.
No 3. Use existing photo, adjust bg colour in Photoshop. OK.
So don't waste money at physical photo shop. If prefer to go shop, the only reliable ones are those near the immigration office. eg: for immigration office at Kajang, there's one just outside.
