Of course there are situations where the motor is not boxed in but there are cars behind/next to it that can’t stop on time. He could have escaped on the right IF there is no car and if his reaction fast enough. Using the emergency lane doesn’t mean he will surely be boxed in.

No, you surely will be boxed in in the emergency lane if a car indeed turned into the emergency lane.
And if indeed if you're in the second lane and you're boxed in by a slow car infront, a long trailer to the left, a tailgating asshole in the back, and a busy third lane, considering the width of a lane, and the spaces occupied by most cars, you can almost always filter and put yourself in better position.
Consider getting stuck behind an underpowered kapchai infront, an asshole riding close to your ass, and that same long trailer to your right in the first lane. Then imagine the space available in that emergency lane, and usually how close vehicles in the first lane hugs the left, you can only hope your front and back don't screw up. You have no option at all to reposition yourself.
It doesn't matter if there is more traffic movement on the rest of the lane. What matters is your escape paths and your options in positioning yourself for safety.
Back to jambatan penang, in your bolded scenario, that's why it's important to ride actual bike with actual torque to accelerate out of situation like that. You swerve, accelerate to a safe position, reassess situation, then reposition as needed. You ride kapchai where you already redlining just to keep with traffic, nasib kau la. Better hope your brake makan. Tu pun kalau tak jatuh sebab takde abs and tak tau progressive braking.
Edit: If that particular rider had been in the first lane, the moment the car infront slows and moved into the emergency lane, he now has ample space just to the right (still in his lane mind you) to swerve and avoid.
