I don't believe in absolutes. At special times and circumstances certain measures are required to avoid the greater evil or disasters.
Physical punishment should be weighted and well measured. Not to be dished out with anger and violence but in a calm way. I also consented when daycare asked if child should be slapped on the palm if refused to be reasoned with.

There are ways to discipline a dog, or a kid without physically hitting them. Keyword is "hit", you don't use heavy force that will induce mental & physical trauma to them. Even if you able get their behavior "right" aka obedient it's still an abusive act, like husband hitting their wife into submission and claim it's a good behavior.
