maybe you need to understand the definition of local talents... there are Malaysians who are technologically savvy, but are they here?

Most of the time people complain cannot find talent, its not because they don't exist. Its just that they won't work for the compensation those people are willing to give.

If they are still in Malaysia, yes they are local. Lots of them in MNCs, and there's actually good talent even in gov sector. Just a lot of stupid red-tape that blocks the good people, and instead those that clever to talk cock get promotion or projects.
