Common sense... Cluster weapons will leave numerous unexploded bombs around... Then there is no way to know when they could explode or someone kick or step on them...
Basically anywhete touched by these bombs will become wasteland... Unlike mines (buried beneath soil) these bombs could be anywhere.. will be extremely difficult to clear ..

Oryx estimates that the Russian army now has about 1,400 tanks remaining.
Ukraine in comparison has lost 550 of the 987 tanks it had at the start of the invasion and has managed to capture 545 Russian tanks, according to Oryx. Western allies have transferred 471 tanks to Kyiv, with an additional 286 expected to arrive soon.
In total, the Ukrainian Armed Forces are estimated to have approximately 1,500 tanks.

They assume Russia do not repair and manufacture any tanks, do not capture any Ukraine equipment.... Yeah...
They also assume Russia has 0 tanks in reserved....

The only loser here is Ukraine… when the war ends, the cluster bomb will still on their land.
while i don't agree on cluster munitions, just want to point out that... US, russia, and Ukraine are not signee on the convention that banned cluster munitions and so is Malaysia.
The use of cluster bombs is only illegal and a war crime when Russia uses them. If the US and NATO uses them, it's fine and necessary to defend democracy and fight evil Russia.
