Update: So last week, after getting unfavorable response from Air Selangor, I started asking for quotation from few plumbers listed under AirSelangor website. But I also made an enquiry to SPAN, just seeking clarification if it is really the house owner responsibility to fix the piping before meter & attached few photos of the piping & screenshot of AirSelangor response. Yesterday I went to the house & was surprised to see the piping has been replaced & meter has been installed. I think AirSelangor also checked & repaired the underground piping because the contractor re-paved the driveway road in front of the house gate. No idea when they did the work though, but i'm really grateful for the help.
