No water flowing in piping before meter

Hello. I'm seeking advice here. I bought a 30 yrs old house in selangor. The house has been vacant for 5 yrs. So i applied for new water meter installation from SYABAS. But team meter of SYABAS informed that they couldnt install the meter because there was no water in the piping before the meter from main & that i need to call a plumber to check & repair the piping & make sure water flows in the piping before the meter. The piping before the meter is rusty. Is it the house owner responsibility to fix this problem? Because based on info i read in FB & blogs, faulty in piping before meter is under the scope or responsibility of SYABAS. Can i make a complaint & request SYABAS to fix the piping as it may involve digging the drain side wall and roadside for underground piping.

Before the meter is Air Selangor problem.
After the meter is the owner's problem.

Have to be very careful.. please do diligently..
In this sort of situation, will we be able to get in writing that we should fix?
If we do repair before meter because they said, then later they said we tempered or touched their property without permission then how?
Because generally, as common people said, before meter is their problem. After meter is the owner's problem.

I had a similar problem at my house. Syabas came and check, confirm water level too low. They come back some other day to change the entire pipe from their main pipe to my meter.

Before the meter is not your problem, water supply is basic human rights, they need to fix it. If not, please write an email and complain letter to the person in charge. CC and tag the minister if the problem is unsolved.

Never ever do repairs before the meter. Later, the Air Selangor fellas will blame u for any faults.
By right, it is their responsibility to fix. I guess the so-called Syabas workers were probably subcons and dunno shit about anything.

This is the reply i got from syabas when i complained about delayed water meter installation. 'Semakan team unit meter dapati tiada air dari main. Mohon pengadu lantik tukang paip untuk semakan paip sebelum meter dan sertakan gambar setelah bekalan air telah ada' 😓😓😓

Update: I made enquiry to Syabas about the problem but still get the same response that I need to get a plumber to check the incoming pipe before meter. Is it because my account status not active (no meter installation) that Syabas delegate the responsibility to house owner although i paid rm162 for meter installation? The cost for the repair of the piping before meter cost >rm1.5k. Should i complain to SPAN?

I believe the meter guy is only doing the meter fixing, not pipe fixing. So he ask you to fix doesn't mean that you need to pay for it. Just send a message to Syabas and they will arrange for someone to fix this. They are quite active in social media communications. Few years ago I complained about water leaking at the meter via FB messager and their reply was received within minutes or couple of hours. And then the work was arranged in the next 1-2 days.
