Hmm no dandruff flakes at all? Strange, scratching everyday is more than the normal amount
Both dry skin and mites will have the flaky skin symptom
But keep in mind mites cannot always be seen with your eyes
Do the edges of the ears look smooth or abit jagged? Is the skin on the tummy reddish?
Could be something is irritating its skin. This might sound silly but is your hedgie quilling? quilling will make them itchy.

I suggest maybe try an oatmeal bath first. But dont use any oil as this can aggravate it if its caused by fungus.
then wait a few days
If scratching persists then change to a totally different type/brand of bedding ( i dont mean change to clean bedding, try cloth/newspaper/tissue for a few days )

If its STILL scratching then maybe you better see a vet. Just to be sure it isn't mites or fungus.

Wah 2-3 days @_@ cannot imagine what it looks/ smells like.
Try soaking it for a few hours before you wash, will be much easier to clean.
