I thought such system was in place long time ago? Back in my days you couldn't proceed to secondary if you fail BM too, so this is just increasing the threshold?

Anyway, I think more emphasis is needed on spoken BM than written BM. Many nons can score A+ for BM but when it comes to speaking they stammer or forget the words. Being able to write proper BM isn't of much importance when you work in the private sector, and when you actually need to write you can easily google.

i used to get B in BM for UPSR but A for all other subjects. Ended up in Peralihan because headmaster says A is needed to enter Tingkatan 1.

Definitely. Even more so if the said non can speak the dialect as well. Those who are able to do so and do interact regularly with the Malays should be able to notice this.

yup, you're right. the country don't owe the citizen anything, its the citizens that owe the country taxes.

they take our tax,.. they owe us the service,.. Civil Servant is to serve the citizen,.. not discriminate certain group,..

what was the discrimination again? a test to ensure school kid from a different language stream to enter another language stream?

i guess those angmo countries discriminate people when they require english proficiency test before admission. funny the rule was a bit relaxed if the mother tongue is english.
