Their strict requirements is based on qualifications actually...employer not much. Although now it is stricter than ever. I got a friend working in bank but PR also kena rejected because qualifications not up to their standards. So it doesnt really matter to the gov.

u are half correct, yes it depends on qualifications, but it also largely depend on what job the applicant is working
for those professional or creative or jobs that give an "impact" to SG economy, then it would be much easier to get a PR
2 of my friends, 1 engineer and the other working in IT industry have no problems getting PR, its even offered to them after working in SG for few years,
so yeah, it really depends on what job u are doing, and for sylvia's company, its in the media and creative industry. she can just give an 'impactful' job position (such as creative director etc) to her brother, and coupled with his qualificationz, he can easily get his PR
but of course now its exposed that the job position his brother is holding is a fraud and its created solely to cheat the SG government and get his PR, dont think the SG government will let her off lightly
