I'm not sure but I remember someone did make report that the police asked some questions that

1. The platform is still available to access?
2. Can still make withdrawal?

If 1 & 2 are yes, then not scam.

I think they can promotes as long as they did not lie or to deceives or gives out promises that cannot be fulfilled or withhold info or provides half truth info or coerce investor to join.

I highly doubt that the entire 500K was invested solely by him. Most of the time, what the "victim" doesn’t mention is that they are also an upline.

For example, he might have put in 50K, while his downlines contributed the remaining 450K. Now that withdrawals are blocked, those downlines will definitely come after him. So he got no choice but report to police to prove he is a victim also.
